PS3 News \ Home This Spring
The director of the Playstation Network announced that Home open beta is still up for release in this coming fall. With a number of delays, home is supposed to be worth the time we are waiting.
“The reason we’ve been delaying [Home] is so that we can deliver a high quality service that the users will enjoy. Even though it will be in beta, it will be a fair representation of what the service can be and its potential, so it won’t be a 0.5 release, it will be a fully robust service.”
Also they spoke of Sony's movie downloading service for the PSN, but no other details, prices or release dates were told.
“I don’t have any more specifics right now, but like Kaz [Hirai] said, it will go live [in the US] this summer and I think it will offer consumers everything they’re looking for from us. It will offer everything they expect from us and probably a little bit more,”

BETA usually means its a feature complete version of software that is in the testing phase. But these days the term BETA is used a lot more loosely.
So basically in HOME's case it means that it will work will be usable when it first comes out. But they will continue to add new features, fix into the game and fix bugs after it hits open beta.

As thanks to the tilt of the earth, countries in the northern hemisphere have there seasons at opposite times to us. So the American Fall(Autumn) is our spring
