It's probably really cheap because Asia/America don't really care about the European competition. And yes, it does have online play.
I highly recommend the game for anyone who likes their football

the other bargain atm is euro 2008, which is actually better than pes2008 in most aspects. pes 2008 whilst having typically awesome gameplay has graphics which could be right at home on the ps2 rather then a nex-gen console. euro 2008 though has awesome graphics, particularly of the player likenesses. its available at www.play-asia.com/ for less than $32 bucks aussie for the next few days.
