No, that's only for America. The beta is open to all PAL people whether they preordered MGS4 or not.

thats only happening in the US. they arnt doing a deal with the MGO beta through pre orders in AUS.

just to confirm, the beta is coming out on the Australian PS Store on Thursday. Hence there is no need to download of any other countries store
