GTA IV.
Considering it was hailed as the finest game to date by many reviews including "the first guy who beat the game", it really didn't live up to expectation. That's not saying it's a bad game though, just not as good as people hyped it to be.
Other ones would be:
Assassin's Creed - It tried to be mindblowing and innovative, what it ended up doing was "appear" to be those things but really it wasn't, it just had nice makeup on 
That kick in the cahones from the "plot twist" didn't exactly help my perception of the game either.
Final Fantasy 12: Okay there wasn't a huge amount of hype generated by Square-Enix, but there was alot coming from the gaming community though, after the disappointment that was X-2 and XII, we were all waiting for the next step forward in the main series, we sort of got it, but the longest wait for a Main FF title ever wasn't worth it.
Halo 3: While a great game and worthy of praise, the level of hype generated by MS's advertising campaign was too much. While it delivered a great experience and I can understand why they'd want to flood the market with advertising from their marquee game, it just didn't live up to the hype.

Did anyone else find the character development in gta4 really weak? I never gave a toss about what happened to nikko and i found his character dull and uninspired.
Technically GTA4 is amazing, now that I've finished it i can't say i was as impressed with the characters. Where the hell were the random killing spree power ups? I haven't seen them since vice city. It felt like rockstar were too "grounded" with gta4, and it lacks much of the over the top excitement that the earlier games had.

LOL oh yes so true, i know the story behind Daikatana and Romero's Ion Storm...he totally f'ed that one up.
Crysis received an extreme amount of hype and rightfully so BUT at the end of the day, everyone forgot that Crytek tend to have a habit of developing games a generation ahead hence the performance problems on current PC's with Crysis...that'll all change in Q4 this year

I also find the storyline in GTA4 frustrating and boring. I hardly ever watch the scenes before and after missions. Bit dissapointed with the game overall i'm prob about 25% through and i'm bored, the missions just seem so repetitive. It's still good fun going on killing and destruction sprees though but even that gets old after awhile.

Odd i thought this GTA had the best story yet,some cut scenes are tense,some piss funny (Brucie) overall quality,plus the missions & shoot outs rock!! but each to their own.

Honestly, GTA 3 was better then 4, and there i'm being very honest. GTA4 was the worst game i have seen since Driver3.
