You missed it. It's near the beginning.

Its at the start of the third area (1st=gekkou, 2nd=after briefing, 3rd=mk II etc)
the doorway leading to the area can be seen between the standing statues feet

you can also do this at the statues in act 3 for those who are passed it

dont buy the custom parts in the drebin shop window. just go into the guns customize window and add the parts on and if you dont have the parts your trying to add on it will give you the option to buy them. Thats the easyest way to do it.

edit - getting your head around the "main" and "sub" menu's for both weapons and items takes a while.....you have to move stuff from the main list to the other list which you can cycle through while holding L2/R2 during play
