the GOTY edition has a bug, once u turn into a vampire, u cannot be back normal again....the quest for that doesnt work on GOTY edition.
The original Oblivion does have the Knights of the Nine...which ppl so much crave for in the GOTY edition....
the only thing extra in GOTY is the Shivering Isles, which is crap....
GOTY edition is the worst thing to go for ....

And, that bug isn't resolved yet, try calling Bethesda and finding it out yourself. Ask them, did the neutralizing vampire quest been fixed yet for my ps3 goty edition game ?
