The October issue of Official PlayStation Magazine U.K. has claimed in their rumor section that there will be a official announcement about kingdom hearts 3 at the TGS in October heres what they said:
"Kingdom Hearts III is currently in development as a PS3 exclusive
and will be announced at TGS."
it could happen considering that the 3 new spin off Kingdom Hearts games were unveiled there last year whether this is true or not we will find out soon the TGS starts at October 9th and goes through to October 12th.
