Good news, guys! It seems the European/PAL Metal Gear Online beta will be open to EVERYONE! That's right. No need to preorder, no need to sign up for a code. Download the beta and play.

Metal Gear Online Premiere Beta will be available as a free download on the PLAYSTATION® Store from April 17th (12:00 CEST) until May 6th (10:00 CEST).

I guess you could say it's both. The beta phase in a game is a point where it's almost done, but it's not perfect. So often companies release betas to the public so that people can find bugs and criticise anything they find wrong with it.
Although I think MGO would pretty much be done, so I guess this is just for us all to get a glimpse of MGO and maybe for Sony to make sure their servers can handle the game.

no not at all.
BETA is the name for a piece of software in the testing phase. Basically with an online game they need to test it with actual people playing it online. So they give people who want to try it out access to it before its released so that they can test it for bugs and balance issues.
So by playing the game and giving them feed back we will help them make the game better.
Or at least that is what is supposed to happen. Mostly its just people jumping at the opportunity to play the game early

Well every month we get 25 GB download so it shouldnt be that much for me and also will you not be able to play it once you cant download it anymore

Could you correct the Last Sentence ?
Are you trying to say that once you download it you can't download it again if it gets Deleted by any chance ?

any idea when the sign-up begins for the beta?
(my guess would be next week at same time as the new PSN comes online.. - this could be the 'big suprise' that's being hinted at?)

SCEE have confirmed this as the 'big surprise' (along with some extras and a few GTA trailers)
It will be completely open to PAL (well europe far sure).
The PSN will go live 15th of april, then on thursday the Mgo d/l will go open up (17th april).. i forsee mayjor issues with d/ling both the new firmware and Mgo next week.. 
it'll be worth it!

Man i just hope the store can handle it. I mean 2 weeks worth of updates, GT prologue is launching in the US and the metal gear online beta. If the store can survive all that hitting in one day it can survive anything
