Go here;

Choose your exact router, and after that click "Playstation Network" and follow the port fowarding guide.

This is a great site. I've had Nat Type issues previously. Simply followthe guide, and all should be good.

Yeah, make sure you've saved the settings and restarted it.

1mb is excellet. That 24mbs is shared between everyone on optus ADSL2+. That's pretty much the kinda speeds you should be getting.
