For those wondering how he did it, basically he kept shooting at the cops, so they call for back up, and then he would use the 'no cop cheat' so the police cars would be there but not after him any more. Repeat and after a while, wallah, you have heaps of cop cars around you.

This type of stuff that your able to do in this game is why this game is SO good
