As far as MGS4 is concerned, it's major flaw was how long the cutscenes were. Whereas the longest cutscene in MGS2 was 40 or so minutes, I believe in MGS4 there was one bit where you went an hour without playing. But, as this is Hideo's last game in the series and he wanted to tie up all the loose ends I found this acceptable.
To answer your question, no I don't think it was an interactive movie.
