Last night my mate and i set up several international psn accounts.
It's piss easy to do, the Japanese one will give you some grief unless you can read Japanese, but there are walk throughs available online. just Google, "japanese psn account setup walkthrough". You'll need real address and postcodes, and a different username for each country. we just used our psn name with the country abb. infront or behing and we set up several similar hotmail accounts as well although they don't need to be verified it will help when you purchase stuff.
NOW the big thing is to purchase upgrades etc, from different countries you have to have a credit card with a billing address in that country. apparently you can get some gift cards that can let you do this but we haven't found out where, but I will endeavour to do.
You can purchase PSN cards from ebay, to purchase Japanese content. at the moment no other countries have them.
USA and Japan have the best vast array of content, and USA is where you can find the downloadables for PRO STREET, but you gotta pay, (you do get most of these in the 1.20 update of 720mb) but you can purchase the bugatti and a mclaren f1 for the game there too.
there are numerous freebies you can download from all sites.
just google the Australian embassy address for each country acc you wish to set up and use that for your account address.
