How exactly do I make a poll and where abouts is the Poll page accessed from apart from the righthand side of random pages?

here is the main polls page www.myps3.com.au/ (its just myps3.com.au/polls.aspx)
And only admins can create new polls. So you can make your own sorry.

Like Longarms said, only admins can make polls. But you can of course recommened a poll. 
Shadowblade is usually in charge of adding new polls.
