Elder Scrolls IV: Oblivion - Help

Hey guys I hadn't played oblivion for like over a year and today I just decided to pull out the game and give it a go. Whenever I get near a guard they always chase me around and stop me and say: 'stop rigth there criminal scum, nobody breaks the law on my watch. I'm confiscating your stolen goods' etc...
I went in my inventory and had a few stolen goods so i dropped them, but the same thing happened when i was near a guard, he would stop me and make me go to jail or pay a fine.
So then i decided to pay the fine and go to jail but then the same thing kept on happening...
I was wondering if anybody has any information how i can stop this because it prevents me from playing the game

Its a mask. Dont want to tell you much more than that, dont want to spoil the story. If you dont have it, you may have a glitch. Try a previous savegame.

i have like a 2000 bounty...how do i get rid of that?

The bounty is the reason they are after you....if your having this much trouble maybe you should start out again from the beginning

Lower your weapon with square when your near a guard, when you have a bounty, then walking around with your weapon raised causes attention

Second that. Could also be fame/infamy related. Also check your speechcraft stat too.
