You know i agree with you there, there is so much more music in this game than any other but its probably my least fav of the series.
Having said that the talkback radio is the best in the series

Hmm I wouldnt go as far to say that 'the soundtrack represents the best' as it's so subjective. I for one think that it isn't as Smashing Pumpkins' 1979 isn't a listed track.
